National Conference on Intellectual Property Rights (IPR) 2016

 

PHD Chamber of Commerce & Industry, Delhi

 

16th & 17th December 2016

   

The PHD Chamber of Commerce & Industry organized a National Conference on Intellectual Property Rights (IPR) on 16 & 17 December 2016. The objectives of the Conference was to sensitize the participants on issues of IP Enforcement, Piracy, Counterfeiting, Copyright Violation etc. and to deliberate on accessing and using IP information for further R&D in developing new products and processes for developing business strategies.

 

Prof. D V Bhise, Department of Mechanical Engineering, Dronacharya Group of Institutions, Greater Noida attended the conference.

 

Day 1: 16th December 2016

 

The conference was jointly inaugurated by Mr. Amit Gupta, Chairman – Education Committee, PHD chamber, Prof. (Dr.) Rekha Chaturvedi, DIPP IPR Chair, Cluster Innovation Center, University of Delhi, Mr. B. K. Sahu, Manager, National Research Development Corporation & Mr. Renaud Gaillard, Counselor for Intellectual Property India & South Asia, Embassy of France in India.

 

In his opening remarks Mr. Amit Gupta stated the importance of IPR in safeguarding the research as well as to protect the applications developed by SMEs. Mr. Gupta said that awareness must be spread amongst academicians & SMEs about IPR creation & PAT informatics.

 

Theme presentation was given by Prof. (Dr.) Rekha Chaturvedi, where she highlighted the focus of the conference asInnovation, Invention, MSMEs, Start - ups & Trade.

 

Speaking on the occasion Mr. Renaud Gaillard highlighted the importance & implementation of IPR from the perspective of France. He added that the special post of IP counselor has been created in universities to spread IPR awareness amongst academia. Coaching services for SMEs on IPR related issues has also been taken up by France government to protect the knowledge. Patent mapping of SMEs must be done to know about their partners & competitors.

 

Mr. B. K. Sahu, in his overview on the concept of Intellectual Property stated that proper steps should be taken to ease the registering and patent filing procedure. Plenary lecture was delivered by Prof. Prabuddha Ganguli, MHRD IPR Chair, and CEO, IPR vision. Prof. Ganguli explained IPR as a natural way of integration with the innovation value chain.

 

Breakaway Session

 

The session was chaired by Prof. (Dr.) Sudhir Jain, Ex VC SMVD University Katra, Professor, Department of Management Studies, IIT Delhi. The topic of the session was Roadmap to IPR creation. Prof. Jain explained what triggers IP creation is need of humans. Some small but useful inventions were also highlighted like: Board Pins, Umbrella, Soap Dispenser, Pencil Sharpener etc.

 

During the second session the panelists - Prof. (Dr.) Biswajit Dhar, Center for Economic Studies & Planning, School of Social Sciences, JNU, Delhi, Mr. V K Mishra, Chairman International Affairs Committee on Middle East, PHD Chamber & Dr. Shashank Mauria, IP & Technology Management Unit ICAR deliberated on the topic Trade - Related Intellectual Property Rights (TRIPS) & Emerging Scenario.

 

Day 2: 17th December 2016

 

Ms. Prathiba Singh, Senior Advocate, Delhi high Court delivered the plenary lecture. Ms. Singh spoke on The National IPR Policy recently released by the Govt. of India.

 

Breakaway Session

 

The topic of the discussion was patinformatics. Mr. Raj Hirwani, Head CSIR’s Unit- Research & Development of Information Products was in chair. Mr. Hirwani stated that the term patinformatics describes the science of analyzing patent information to discover relationships and trends that would be difficult to see when working with patent documents on a one - on - one basis. The term encompasses all forms of analyzing patent information, including Patent intelligence, Patent mapping & Patent citation analysis.

 

Mr. Yashwant Dev Panwar, Scientist E, Patent Facilitating Centre, TIFAC added that Patinformatics also cover additional applications of patent information involving a subsequent analysis step. The key underlying property in each of these diverse areas is the analysis step. He emphasized on how IT tools can help in setting up a balanced IPR framework.

 

The second session of the day was on IP Infringement & Enforcement. The panellists deliberated that IP rights are essentially private rights. The primary obligation of protecting IP rights is on the IPR owners who can seek legal remedies for enforcement of their rights.

 

The conference concluded with the award of participation certificates to the participants.
